==problem==
*The space in the bottom 3d viewport bar in SCULPT and TEXTURE PAINT modes is completely empty.
Other sculpting software uses that space to inform the user about their global settings.
*Global operating mode settings such as SYMMETRY get hidden within tabs and collapsed panels. The end user doesnt get any UI feedback that is constantly on the screen- to inform them about those key settings.

==proposal==
For sculpting mode and texture paint mode:

Move some of the items in the toolbar panel to the 3d viewport bottom bar.
Items which need to inform the user of the mode they are currently operating in.

The best example for this is the symmetry panel. It would make more sense if these mirror buttons are always visible and in the bottom bar.
