Quick Settings Popup

This kind of popup would be a way to unclutter the interface from various settings, by combining them into buttons that invoke such popups.
Here is an example - The Proportional Editing.
You choose the type of Proportional Editing in the first menu, and the Falloff in the second.
Here, the first button is a one-click toggle (that would speed up workflow), and the second one invokes a quick settings popup:
The difference from a standard popup is that clicking on an option does not close it. So you can open it and change multiple settings at once. The changes in settings happen instantly, and the popup closes when you move the mouse away.
The more settings the popup contains, the more space is conserved. The best example would be the Display settings, which currently take a lot of the interface.
This also mean that the interface manages itself more. Currently, this burden is placed on the user, who has to keep it tidy by collapsing panels and keeping them in order.
