Advanced Outliner Proposal

Currently asset and layer management is somewhat obscure in blender, we need a better way to access the data and libraries. one good example is the active images; the only way to access them is from a tiny pullup menu in the header of image and clip editors. this makes it hard to manage a lot of images within the project

My proposal is to extend the outliner into a "project and asset manager" of sorts, as the concept mockup here displays.

A horizontal format is also proposed for the screen layouts presented here.The proposed Outliner makes for very fast access to active assets as well as linking and appending assets from libraries. Drag and drop from the browser into the Editors could extended to the 3d view-port as well.



The 3 modes in the browser tab, are file, tiled, and outliner for browsing library.blend files.

Questions:

Can we implement a Materials and Objects preview in the browser for tiled view?
Can we add drag and drop into the 3d viewport?(supported already for the UV and Node Editors)
