For a long time there have been a project or series of them trying to improve Blender's interface. Next try is to do it after 2.43 release, so let's study the current problems in advance. This will allow us to create a consistent system in one single step. It will be a shock in some areas but it will be only one for a long time, instead of constant changes and crepping chaos.
Basic Blender principles have been fast professional workflow, consistency among different areas where it made sense, two hand operation (one for mouse, other for keyboard), no overlapping interface (this does not hold 100% in last versions), datablock guts that user can control, keybindings following mnemonic rules...

NOTE: we are not talking about cute mockups, but real issues that go beyond look, so please avoid such things and when necessary, limit it to the work aspect (for example a new widget to allow some kind of control that is required for a task, explained and drawn in basic shapes, not a per theme design).
