Fixed the positioning of the operator redo panel in the bottom right of the viewport
Tweaked the behaviour of the custom panels so that there can be no duplicate operators
Fixed a bug whereby the operator redo panel would either lag behind or trigger a redraw loop
Custom panels can be renamed and deleted by right clicking on the panel header
Operators can be removed from custom panels by right clicking them and choosing remove
Implemented reordering for custom panels. Dragging a button up or down repositions it.
Started reorganising and polishing the existing panels for the toolbar

Extend the settings of operators in the custom panel so that operator settings and modes can be saved as well, and not just the operator name
Continue work on the existing toolbar panels
