Tapping key ≠ holding key

I used Maya before I learned Blender. I prefer Blender's interface, but some things from Maya would work very well in Blender. In Maya, if you tap the spacebar it toggles between 4 views windows and 1 view window. However, if you hold down spacebar a pie-menu with the top menu appears. In Blender this would apply even better.

Examples

tapping TAB = toggle Object Mode/Edit Mode (as it is already)
holding TAB = Pie Menu appears with all the modes to choose from
tapping "o" = toggle Proportional Editing ON/OFF (as it is already)
holding "o" = Pie Menu appears with all proportional editing options
tapping "e" = extrude region (as it is already)
holding "e" = Pie Menu appears with Extrude options (Region or Individual)

Pros
- Adds fast-to-use hotkey options
- Does not require memorizing new hotkeys
- Adding it will not make a difference for people that wish not to use it, for it does not brake any current hotkey functionality. All hotkeys can remain the same.
Cons
(none that I can think of. I don't know how hard it would be to implement)
