Dynamic Parent addon creates an animated Child Of constraint.
To create dynamic parent select the first object (which will be a parent) then Shift+select the second object (which will be a child). Press "Create" button in Dynamic Parent tab in 3D view toolbar.
To disable dynamic parent select an object and press "Disable".

WARNING: The addon works for me just fine but it requires more testing!
