Blender splashscreen is already outdated.
Instead, or additionally there can be a link with full set of previous blender splashscreens. They stand up for a quite a nice collection!
Another way to keep up the up-to-date splash it to set it somewhere at downloads.blender.org (or similar) and link, using permalink like current-splashscreen.png, etc. It could work.
