Added a separate SVG file for operator icons
Small tweaks to the custom panel button dragging drawing
Implemented drag and drop for the icon shelf, includes foldable dividers
Added the option to pin the operator redo panel: it hides with the toolbar when unpinned, and stays open when pinned.

There are quite a few things that need polishing and documentation needs to be written.
