From the current description I get the impression that all pre-existing solutions for package management are ignored here. Namely: pip and conda. Please don't reinvent the wheel. I don't see why existing systems shouldn't be able to be adapted to Blender's needs. pip for example is implemented in Python, therefore there should be no obvious obstable to integrate it into the Python environment running inside Blender.
