The "Mouse Clicks" section starts with this sentence:
"If at least one bone is selected, CtrlLMB-clicking adds a new bone."
However the theory explains later what happens if the active element is a bone, and what happens if it is a tip.
This means the mouse-click will work as long as a tip is selected. (when a bone is selected, its tip is also selected by default; so this is not a minimum requirement.)
In short, the sentence should be- "If at least one tip (of a bone) is selected, CtrlLMB-clicking adds a new bone."

In "Locking" section, after the bullet list, this statement-
"If the root of a locked bone is connected to the tip of an unlocked bone, it won’t be locked, i.e. you will be able to move it to your liking."
-implies that you can move the entire bone (including the tip).
Can be rephrased like this:
"If the root of a locked bone is connected to the tip of an unlocked bone, its root remains unlocked, but its tip is locked. So, you may move only its root."
