Make Tooltips relavant to different users

Proposal 1 by Avara: I assume tooltips are displayed by a call to a display tool tips function, with an argument containing what the tool tip should say. A call at the beginning of this display function could pass the argument to a translator routine which looks at the incoming arguments and substitutes lingo more appropriate to the user's background. The user merely has to set a preference and would get tool tip translations that are more understandable to them.
Usage Examples of translation dictionaries are Blender to: Newby, Painter, Sculpter, Artist, CAD Engineer, Modeler, Animator, Developer and the original. An advantage of this approach is the Developer has access to python references, while the newby doesn't. Translation dictionaries can be maintained by different people of the appropriate background. All dictionaries are not initially needed but can be added when desired.
Extra Advantage The tool tip becomes a training mechanism to teach everyone the standard Blender lingo. Forum dialog, comments and support help would still refer to the on-screen labels, not the tool tip wording, so everyone is still talking the same language. This method could even be used to reach, for example, Spanish speaking users.
