Shortcut keys are added for the panel headers, a bit like they are in menus. The shortcut letters are underlined in the panel headers, and replicated in the scroll bar at the relative position of the panels. The user can therefore see exactly where to scroll to to reach a panel. Alternatively, the user may press the key for the panel they are after to scroll directly to it.
If the text overlay on the scrollbar is too heavy, it could be made invisible until Alt is pressed (in the same way that mnemonics are hidden in other applications until Alt is pressed).
